Kona or Hilo? It changes everything
Hilo sits on the wet, green east side, close to Hawaii Volcanoes National Park. Kona is on the dry, sunny west side, close to the manta rays and most of the resorts. The park is roughly two to two and a half hours from Kona.
That gap is the single biggest cost driver on the island. From Hilo, a volcano shore excursion is $125 for eight hours. From Kona, the equivalent runs $295.99 across 12 to 14 hours, because you are paying for four to five hours of transport.

The manta rays are the other reason to come
Kona’s manta ray night snorkel has no equivalent anywhere else in Hawaii. Lights are placed in the water, plankton gathers, and mantas with wingspans of several metres come in to feed beneath you.
The basic session is $139 for about 50 minutes in the water. The sunset combo is $135 and adds golden hour beforehand, which makes it the better value of the two. Between December and April the whale watch and manta combo is $219.

Is a private tour worth it here?
More than on other islands, because the driving is the problem. Private Big Island days run from $374.58 to $1,595 for a custom 7.5-hour day for up to 11 people, and the Frozen Fire shore excursion is $1,250 for eight hours.
Spread across a family or a group of eight, several of those land near or below the per-head cost of a shared coach, and you set the timings. For two people they do not.
Something other than volcanoes
