READ THIS FIRST: THE ARIZONA MEMORIAL IS NOT INCLUDED
The Passport does not include a reservation for the USS Arizona Memorial boat programme. That is the one thing most visitors assume is in every Pearl Harbor ticket, and here it is not. Arizona Memorial reservations are handled by the National Park Service through recreation.gov, and they are booked separately. Sort that out before you travel, because same-day standby is not guaranteed.
What the Passport does cover is everything else on the site, which is a great deal more than most people realise.

Added up, that is five to seven hours of content, which is why the 5pm return exists. Take the 1pm shuttle and you will be choosing between attractions rather than seeing them all.
SHUTTLE TIMES FROM KO OLINA
Outbound to the Pearl Harbor Visitor Center:

Returning to Ko Olina: 1:00pm or 5:00pm.
On site, the Ford Island shuttle runs every 15 minutes between 8am and 5pm, which is how you reach the Missouri and the Aviation Museum. Last entry to the museum building is 4:30pm.
Hawaiians called this harbour Puʻuloa, and its waters were valued for pearl oysters long before the fleet arrived. THE BAG RULE IS ABSOLUTE
No bags of any size are permitted anywhere at Pearl Harbor. That covers backpacks, camera bags, purses, luggage, and even fanny packs, all of which must go into paid baggage storage at the Visitor Center entrance. Nothing may be left on the shuttle; anything left behind is discarded or donated. For families, the recommendation is to keep baby items in a clear sealable bag under the stroller seat so contents stay visible.
